Accept S7F3 without a grant while no other grant is outstanding; with an outstanding grant for another PPID the reply is ACKC7 5.

Accept S7F3 only for a PPID granted by an accepted S7F1 on the same connection; otherwise the reply is ACKC7 1 (permission not granted).
