Sends S7F21 Process Capability Request (header only) from the host.

The S7F22 reply yields GemOutcome::FormattedProgramCapabilityResult.

Notes

• Throws pdcomm::Error: PDCOMM_INVALID_STATE on equipment, without configuration or when not communicating; PDCOMM_LIMIT_EXCEEDED when maxPending is exceeded; PDCOMM_BACKPRESSURE when no pending slot is free.
