Sends S7F30 Process Program Verification Grant for a received S7F29.

Repeating the call with the same PPGNT after a successful response does nothing and succeeds.

`endpoint`	Host endpoint in GemCommunication::Communicating.
`result`	Result with GemOutcome::FormattedProgramVerificationNegotiationReceived.
`ppGnt`	PPGNT, 0 to 63 (0 grants the S7F27 transfer).

Throws pdcomm::Error: PDCOMM_INVALID_ARGUMENT for a value above 63; PDCOMM_INVALID_STATE on equipment or when not communicating; PDCOMM_STALE_TOKEN for a stale request, or for a PPGNT that differs from an earlier attempt or the sent reply; PDCOMM_BACKPRESSURE or another send failure, after which retryFormattedProgramVerificationNegotiationResponse() resends the same reply.
This call changes result; do not run it concurrently with getters on it.
