Answers a received S7F21 with S7F22 built from the current catalog.

Repeating the call after a successful response does nothing and succeeds.

Name	Description
`endpoint`	Equipment endpoint in GemCommunication::Communicating.
`result`	Result with GemOutcome::FormattedProgramCapabilityReceived.

Throws pdcomm::Error: PDCOMM_INVALID_STATE on a host, when not communicating or when no catalog is set; PDCOMM_STALE_TOKEN for a stale result; PDCOMM_BACKPRESSURE when the reply cannot be queued (retry later).
This call changes result; do not run it concurrently with getters on it.
