Prepares an S7F27 report for negotiation on the equipment, without sending anything.

The PPID and entries are copied and encoded, and LENGTH is computed from the encoded body. Pass the returned result to submitFormattedProgramVerificationNegotiation().

Parameters

Name	Description
`endpoint`	Equipment endpoint in GemCommunication::Communicating.
`id`	PPID: a non-empty ASCII or Binary item.
`issues`	Verification entries of the report.

Returns

The prepared result; keep it until the negotiation finishes.

Notes

Throws pdcomm::Error: PDCOMM_INVALID_STATE on a host, without configuration or when not communicating; PDCOMM_INVALID_ARGUMENT for an invalid PPID or entry; PDCOMM_LIMIT_EXCEEDED when limits or maxPrepared are exceeded.
