command	Zero-based command position.
parameter	Zero-based parameter position inside the command.

An independently owned item.

Notes

• Throws pdcomm::Error: PDCOMM_INVALID_STATE when the result carries no program; PDCOMM_OUT_OF_RANGE for an invalid index.
