Request limits for Host spooling requests.

Passed to pdcomm_gem_configure_spool_host(). The same limits bound the S2F44 and S2F60 replies that the Host accepts; a reply beyond them becomes an #PDCOMM_GEM_INVALID_RESPONSE result.

Largest item budget of one S2F43 request.

A request charges its stream count plus all listed functions against this value and against the Host's shared PdcommGemHostOptions::max_pending_ids budget.
