Limits for the formatted program capability service.

Pass to pdcomm_gem_configure_formatted_program_capabilities(). The content limits apply both to the equipment catalog and to S7F22 data parsed by the host. A content limit of zero is accepted and rejects any content of that kind. SECS-II item limits come from the GEM configuration of the endpoint.
