fault_kind, fault_detail, and discarded_partial describe it. When a submission was in progress, the token identifies it and no separate #PDCOMM_SECS1_EVENT_OUTBOUND_FAILED event is produced. Call pdcomm_secs1_reset() to resume, or stop the endpoint.
