code holds a PDCOMM_GEM_ERROR_* value. A primary with the W-bit set still occupies an incoming HSMS transaction: answer it with pdcomm_tcp_reply() on the original event (for example with an explicit reply or an SxF0 abort) or close the endpoint. No automatic S9 or F0 policy is applied.
