Reported when equipment in HOST OFF-LINE received S1F17 and answered S1F18 with ONLACK 0, or when it received S1F2 for its operator-initiated S1F1. The new control state follows the online mode (LOCAL or REMOTE). acknowledgement (ONLACK 0) is present only in the S1F17 case, because S1F2 carries no acknowledgement code.
