Releases an execution action handle.

Releasing the handle does not resolve the action: report its result with pdcomm_gem_formatted_program_execution_submit_action_result().

Name	Description
`action`	Action from the start, step, or cancel functions, or NULL (no effect).

Lifetime: release each action exactly once, after every concurrent reader has returned.
