Returned instead of starting new communication when no license source grants the module, or when the license is expired, not valid yet, for a newer SDK build than its maintenance period covers, or for another host (SECS/GEM licenses are bound to host ids). Nothing was created or started; endpoints that are already running are not affected. Read the module state with pdcomm_license_status() and install a license with pdcomm_license_install(), the PDCOMM_LICENSE_FILE environment variable, or a pdcomm.license file.
